Move Over A-Rod, This GOAT Failed a Drug Test At The State Fair

At the Colorado State Fair, Theodore the goat was disqualified from the competition after testing positive for a banned substance.  According to Shortlist.com, the goat tested positive for an unapproved food additive.  The goat's owner claimed someone must have tampered with Theodore's food.  Does this make Theodore a scapegoat?
